Sir I want to learn English well. Can you give some tips or ways to develop my English knowledge

If you live in the U.S., I’d say go to a local library and ask for help learning English. They can probably help you find a class, a tutor, or some books.
If you live somewhere else, I guess it depends where you are and what’s available. Hopefully someone can teach you.
Most of all, practice a lot. Read a lot, write a lot, talk a lot.
